residents of a small city are awaiting the arrival of a new governor
in the years after the revolution so they can welcome him. However
the governor comes into town unnoticed on a bus with his wife,
children and a bicycle. The deputy governor, a group of officials and
the city's influential people arrive to see the governor but he pays
no attention to these formalities. He even rejects a fancy home they
provide for him to live in a hovel beside the families of martyrs.
